The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.


The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors. The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

The Kentucky Department of Education (KDE), Office of Career and Technical Education, Division of Student Transition and Career Readiness, Student Leadership Development Branch has an opening for an Education Program Consultant. Responsibilities include but are not limited to the following:
  • Provide consultative services and technical assistance to local educators through the Student Leadership Development Branch in the development and improvement of career and technical education programs by planning, developing, implementing and evaluating materials and resources in curriculum development and program planning. Performs other duties as assigned.
  • Coordinate activities of career and technical student organization, SkillsUSA. Provide guidance in the implementation of Council for Career and Technical Student (CTSO) activities at local, regional and state level including but not limited to state and regional career development events.
  • Provide leadership and technical assistance to districts, schools and teachers to facilitate the full implementation of Construction and Welding programs related to career and technical education student organizations, SkillsUSA. Develop material, plan and conduct professional learning activities for both internal office use as well as presentation for state, national workshops and meetings.
  • Provide leadership in the planning, development and implementation and monitoring of the middle and secondary Construction and Welding programs including related career and technical student organization, SkillsUSA. Collaborate with business/industry and curriculum advisory task force groups and other stakeholders in planning, developing and implementing career and technical education programs.
  • Serve on integrated teams and work groups as assigned to implement initiatives and priority work of the Office of Career and Technical Education.
  • Demonstrate initiative to meet the needs of the Office of Career and Technical Education. Seek to improve processes. Demonstrate adaptability by managing time and work-related tasks in relation to OCTE priorities and goals.

Minimum Requirements

EDUCATION: Graduate of a college or university with a master's degree in education or a related field.




EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in education, career and technical education, or a related field.




Substitute EDUCATION for EXPERIENCE: NONE




Substitute EXPERIENCE for EDUCATION: Current Rank II or Rank I certification by the Department of Education or Education Professional Standards Board will substitute for the required educational requirement. Additional professional experience in the field of education will substitute for the required educational requirement on a year-for-year basis.

Work is typically performed in an office or school setting. Travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
